Join your local club and start their. Most clubs have a scrutineer in their ranks. Contact Motorsport Ireland they could answer a lot. There is a copy of it on MI website (http://www.motorsportireland.com/index.cfm/loc/2-15.htm is the address). I know it's heavy going, but go through it and that's what a scrutineer looks for. Then, contact a local friendly scrutineer and get them to look over the car before you. They'll spot things that you haven't, and give you time go get it sorted before the rally. If you're starting off, most scrutineers will accommidate, as you're green, and it'll save both you and them grief at the scrutiny of the rally.
